Guide to apply for promotion licence with the Ministry of Commerce and Industry

If you’re a shop owner or have a commercial establishment then you should know that you must apply for a promotion licence with the Ministry of Commerce and Industry (MOCI) before giving any promotional offers or discounts at your store.

Online steps to request with MOCI:

1. Open the Ministry of Commerce and Industry’s website here:
2. Then click on “E- Services” and log in by clicking on “Investor Services”.

3. Next step is to click on “Licenses for downloads and offers” and then on “Issuance of offers license” and select “Agree”.
4. Then click on “Special Offers” or “Promotions” according to your discount event category. Then click on “Next”.

5. Select the establishment for which a promotion license to be issued, then click on “Next”.
6. Select the branch or branches for which you want the license to be issued and click on “Next”.

7. Enter the method of the offer along with the promotion’s starting and end dates, and click on “Next”.
8. In the next step you need to upload the 2 documents – price list and promotion artwork.

  • Price List: You can download the excel template HERE.
  • Artwork: You need to create an Artwork for your promotion. Download the “Shop with Confidence” guideline and stamp HERE. Read and follow the guideline.

9. The last step is to pay the fees and print the licence.

Additional information

  • Only the owner or any of the partners, or managers listed in the company’s valid commercial register can submit the application.
  • Applicant will be received a message by MOCI if it has any comment. A field inspection will be done by an inspector from MOCI to review the licence requirement.
  • The application fees can be paid on the website, mobile app or directly at the Ministry itself.  After the approval of draft by MOCI, a copy of the licence will be sent via email.
  • One cannot request again for the same kind of request or cancelled application.
  • The applicant must follow all the instructions given in the Ministerial Resolution No. (19) Of 2002. One must remove all the advertisements immediately once the promotion ends or cancelled.
  • The applicant must give all the information and proof to the Ministry regarding the awarding of the prizes.
  • One must add licence number and campaign period in the ads for the promotion.
